SOS Meeting Notes – November 18, 2014

Are the Federal O+C Funds going to come again?

Cherryl Walker

In the upper left corner of a handout provided by Cherryl, it showed what Josephine County has received since 2008.  We have 40 days left in this year with no money in sight!

Senator Wyden’s Bill – the House has said that they will not pass it.  There is too short of a time period to get something done in Cheryl’s opinion. There will be new members of Congress after this 40 days is up.  The prospect for money for this next fiscal year is probably zero at this point.

The commissioners start their next budget hearings in February 2015 as a county.  We are looking at what services we could cut, what we could combine, staffing, etc. And…EVERYTHING is on the table at this point and it is not pretty! We have committed 2.5 million dollars to public safety.  This money has been turned over to the public safety committee, but they have had meetings and decided that they will not make the decision on where it should go. They want the commissioners to decide.  The budget needs to be prepared for June as if May’s Levy does not pass.  We need to be prepared to know what it will look like if the Levy does not pass.  It will affect every department, but it will definitely affect public safety.  Some of the other departments survive on grants, fees, and rental fees.  Cheryl’s outlook is if we do not get any O & C fund this year we will have a harder time getting any funds in future years!

MAT-C Committee

Nancy Yonally  reported:

We just finished the last part of the filming 30 minutes ago!  It looks like it will be a very powerful film!  Carl Wilson is the narrator; Deputy District Attorney Matt Corey speaks in the opening about the use and cost to our community; Dr. Felicia Cohen talks about the effects on babies; Tracy Fain and Michelle Martin share recent tragedies where opiates have stolen the lives of their children; Jessica Szilli – is in the methadone program and was able to get her BA and is motivated to become a productive citizen; Antonio Barros – Licensed Acupuncturist and yoga teacher that has beat addiction; Options Director, Rick Jones – explains why this center is so paramount to our community; Dr. Steven Rotter – Close with the vision of MAT-C.

This film should appeal to addicts in the community and financial supporters.  We are hoping to do a premier at the Bear Hotel and the Rogue Theatre.

MAT-C is working on a 501C3 through Jay Meredith.

The next MAT-C meeting is from 5:30-6:30 pm on December 10th at the Women’s Health Center.  The meeting is kept right at 1 hour so please attend!

Community Research

We are currently working on the public safety measure wording through an attorney that will be on the May 19th ballot.  Community United has lots of businesses and individuals coming on board for this measure!  This measure versus other measures – This time is different because we have a scientific survey that tells us what people actually want in this county.  People surveyed were willing to spend 30 minutes on the phone to talk about what they want!  SRI is working with our attorneys right now to write the ballot language to coincide with what the people want.  We are taking survey info and putting it right into the measure!  They want a certain level of public safety and they are willing to pay $1.40/$1,000.  We don’t want to be in a situation where we have the public say “Yes” finally, only to get a level of public safety that is less than they expected.  We want to fulfill the level that they expect. The next step will be to get 2800 signatures by February 18th – but we will need lots of help!  Community United will partner with SOS to get these signatures and put on public forums (panels) about public safety’s current state in this county and how it effects our everyday lives.  There was some concern that we would “box ourselves” in too much by the wording of the ballot measure in respect to providing services.  Linda explained that they talked extensively to Sheriff Gilbertson and Dave Daniel to get the costs of specific services and what we could provide with certain amounts of money prior to the survey.

Also… There will be an oversight committee with members not connected to the police department, city or county commissions or the government, which the Chamber of Commerce shall be a platform for and Colene Martin and Harold Haugen have already begun to develop
