Is Cite & Release Appropriate?

Here is part of one of yesterday’s front page articles in the Courier:

“A 30-year-old local man found himself looking at the business end of a gun held by an off-duty Grants Pass police officer on Tuesday after he tried to steal a truck out of her driveway, police say.”

“Schirle had been bold: Donaghy’s marked police cruiser was in the driveway, next to the truck. She’s the department’s crime prevention officer.  Because the jail holds so few inmates due to budget cuts, Schirle was merely given a citation to show up in court, on charges of vehicle theft and attempted vehicle theft.

Schirle, who has past felony convictions for theft and drug possession, eventually was dropped off on Sixth Street.”

Is cite and release appropriate here?  Talk about bold….a perfect example of why SOS is working hard to find solutions.
